SPECIAL BUDGET MEETING MINUTES
Thursday, February 4, 2010

Chairman Schoppmann called the meeting to order at 7:02 P.M.

SEATING OF ALTERNATES – none


PRESENT TO SPEAK

Selectman Mailhos and Public Works Supervisor Nichols were present to give the Board a heads up on the need for reconditioning the sweeper or replacing it.   It will cost approximately $18,000 to have is reconditioned.  The purchase a reconditioned machine it would cost $50,000, to purchase used it would be $160,000 or $260,000 new.  Discussion followed.  They will be discussing this at the next Selectmen’s meeting and at the CIP meeting that is immediately following.


APPROVAL OF MINUTES

Motion to approve the minutes of the January 28, 2010 Special Budget Meeting was made by Ann Marie Brown.  Alan Ference seconded.  All were in favor, motion carried, Chopeta Lyons abstained.

        
NEW BUSINESS

Auditor’s Report

Walter O’Connell, C.P.A. and Albert Celentano, C.P.A. of O’Connell, Pace, & Company, P.C. were present to review the audit results of June 30, 2009.  Discussion followed.

The auditor’s offered the following suggestions and information:

  • Need for accountability of disposal of assets.  Form must be filled out and signed off on.
  • Ambulance Grant should have better reporting
  • Library budget needs a balance sheet
  • Red Flag regulations on keeping employees personal information secure
  • FDIC risk, need to protect cash
  • Investment policy for anyone who has control of money
The auditor then offered the following cost containment suggestions:

  • Motion detector lights
  • Benefits of Town Employees
  • Look for intern from UConn for possible free labor
  • Set back thermostats – funds available from State.
  • Income advancement – cell phone tower
  • Credit cards with 3% back

Our next meeting will be next Thursday, February 11th with Public Safety presenting their budgets.
